Born out of the Disaster Recovery Coalition of America, we help families and communities across the country affected by disaster find their way forward, together.
Our Story
The member companies of the Disaster Recovery Coalition of America (DRCA) have spent their careers in disaster recovery. Walking the flooded streets. Standing in the rubble. Sitting across from families who lost everything and helping them find a way forward.
Through it all, there was a shared feeling: that something more was possible. Not only rebuilding infrastructure, but restoring hope.
In 2025, that feeling became action. DRCA members came together and pooled their own dollars into a fund for the people and communities they serve. The first campaign raised $30,000—a modest sum by some measures, but a meaningful statement of purpose that says: we’re more than professionals in this work, we’re people who care.
The momentum grew. Another $100,000 followed, giving us the foundation to establish a formal public charity and continue the work in earnest.
Today, we carry forward a simple belief: recovery is about people. Every dollar raised is a promise that when disaster strikes, the members of DRCA show up to help rebuild—and give from their own hearts to help others rise.
We’re On A Mission
We support families and communities across the United States as they recover and rebuild after natural disasters—directing our giving to the partners doing essential work in housing, flood response, case management, youth programs, and the long stretches of rebuilding that happen long after disaster hits.

Pete Gaynor

DRCA Chairman · President, Bright Harbor
Pete Gaynor served as FEMA Administrator under President Trump—confirmed by the U.S. Senate in 2020—and led the agency through more than 300 presidentially declared disasters, including the most active Atlantic hurricane season in recorded history and FEMA's first-ever nationwide pandemic response. During COVID-19, he directed the whole-of-government operational response and oversaw $57 billion from the Disaster Relief Fund.
A 26-year Marine veteran, Pete deployed with the 1st Marine Expeditionary Force in Operation Iraqi Freedom and served as Executive Officer at Camp David. He now serves as President of Bright Harbor, a platform helping disaster survivors navigate recovery faster and with more confidence. Pete is Chairman of DRCA, co-chair of the Bipartisan Policy Center's Disaster Response Reform Task Force, and an advisor to Team Rubicon.
Frank Robinson

Co-Founder & President, Atlys Global
Frank Robinson co-founded Atlys Global in 2014—a diversified business group focused on disaster recovery financing, public assistance, resiliency planning, construction, and real estate development. Atlys Global Finance is the first-ever disaster recovery finance platform, with $1 billion in committed capital supporting contractors working under federal contracts.
Frank also co-founded AG Witt alongside James Lee Witt, former FEMA Director under President Clinton, working with public and private clients on mitigation, resiliency, and recovery across the country. He brings firsthand post-disaster experience from Superstorm Sandy, where he coordinated strategic relief planning for the Shore Builders Association.
Luis Lugo Jr.

Senior Vice President & Commercial Director, Americas at AECOM
Luis Lugo Jr. is a senior executive with more than 30 years of experience in Program, Project, and Construction Management across government and private sectors. He has led and delivered complex projects throughout the United States and internationally, spanning transportation, aviation, healthcare, education, energy, and resiliency markets.
Currently serving as Senior Vice President & Commercial Director – Americas at AECOM, Luis has held key leadership roles with full P&L responsibility, driving growth, market expansion, and high-performing teams. He has successfully built and scaled business units, managed billion-dollar pipelines, and consistently exceeded sales and operational goals. A former U.S. Army Infantry Officer, Luis brings disciplined leadership, strategic vision, and a proven ability to deliver results in complex environments.
He has served on industry and nonprofit boards, contributed thought leadership through published articles, and is a frequent advisor on complex capital programs, claims, and disaster recovery initiatives.
